You should go back to your original Publisher file to make any changes, and
then produce new web files. You do not edit the .htm files. Are you saying
that you are able to open your original Publisher file but that you cannot
make any changes to it? If so make sure it is not on any removable media and
is located on your hard drive. You can right click the .pub file >
Properties and uncheck the Read Only attribute.
If I misunderstood, then please post back with a better, more complete
description of your problem.
