How to default MS Word 2003 in metric

My MS Office default is in inches. How do I have it default in metric? After
changing to mm under Tools/Option/General, it goes back to inches in the
restart. Thanks in advance for any clue.

It is the Regional settings that determine measurements. In the control panel,
Regional and Language Options, Customize...
