how to define new phrase in Chinese using IME

I defined some Chinese phrases using IME 3.0. But when I type those phrases,
they don't show up. I have select the single word from the list. I don't
know how to get it work.

Also, it says IME 3.0 has the "learning" capability. That is, the words you
use more, will move forward graduately. But every time, I restart the
program, the word sequence starts all over again. It is frustrating.

The better group in which to ask this type of question is the
word.international.features newsgroup. You're more likely to encounter people
there who use the IME.
