How to delete MSOCache folder?

I have the MSOCache folder on my C: drive and would like to delete it.
I understand using Explorer to delete it is not good because doing this
leaves registry entries still pointing to MSOCache. So if you delete
the MSOCache folder any subsequent installation or repair operations for
Office will fail.

MS provides 2 ways to safely remove MSOCache. One is to use the Disk
Cleanup wizard. For some reason this fails to work on my system because
it reports the size of the Office installation files as zero.

Another way is to use the LISTTOOL.EXE (Local Installation Source Tool)
program provided by one of the KB articles. For some reason on my
system this tool shuts down with error 0x80070002.

So none of the approved ways of removing MSOCache work. Are there any
other alternatives?

the folder is unavailable and it prompted me for an install source.
