How to diable "chart tool box" popup

Each time I click on the chart on my excel sheet, I get a "char tool box"
pop up. It happens on other people's computer as well. Is there a way to
disable this? Thanks!

If you close the chart toolbar (click the x at its top right corner), it
shouldn't appear next time that chart is selected.
