How to diisplay and input Japanese character in the subject bar

I have installed Office 2003 and set up for enable to edit Japanese.
However the subject bar in Outlook does not show Japanese(Instead unreadable
display) and allow to input Japanese.(No Japanese edit buttom comes up)
Editing Japanese in the contents in Outlook, Word and Exel is OK.
How can I edit Japanese in the subject bar?
