How to disable "Expand DL" feauture in New Message/TO box/Outlook

I know that disabling this feature is impossible:

• Client side DL expansion cannot be turned off,...

Is there a way to be "notified" programatically inside or outside Outlook
2003, when user click the "plus" sign or click the "Expand DL" context menu
item?
Note: The solution should be on the client side, not on Exchange side.
