How to disable scheduled send and receive?

Outlook is putting a "do not deliver before 5:00pm, todays' date" on every
email composed, and holding them after "Send" in the Out box.

I have gone to Menu Bar>Send/Receive>Send/Receive Settings>and checked
"Disable scheduled Send/Receive." However, the program will not send mail,
even after 24 hours.

Disabling scheduled send/receive means that Outlok will not perform a send
or receive, period. You WANT Outlook to send and receive periodically or
you will never receive mail and you will never send mail (unless you have
the "Send immediately when connected" option enabled). The option you
describe does not influence delayed sending. The "Do not deliver before"
feature is a new message option that, as far as I can tell, can be found
only by clicking View>Options on a new message window and cannot be enabled
by default in Outlook. If you are using Exchange, perhaps there's a setting
for it there, but you'll have to ask in an Exchange newsgroup.
