How to distribute Numbered List Format in Word?

Hi,

I've some organization wide Word templates. Therein are some numbered
or bulleted lists.
I want all my Word users have the same format for that numbered lists,
bullets, indents etc. However, this settings seem to be very local:
many users have different layouts. Also when I set the right formats
in a central normal.dot (common for all users), the users keep there
own settings.

How can I distribute the preferred settings, in order that every user
which uses a template have exactly the same layout? Where and how are
they saved?

It would probably be best to start with the template and create the
numbered/bulleted styles in it, since numbered styles are notoriously
difficult to copy from one template/document to another.

I agree. Actually, my thought was to start fresh with a
new template file.
