how to download Office Update Installation Engine?

I have just reinstalled Office XP on my desktop with Windows ME and IE 6 SP1.
I would like to download the updates to Office XP.
But when I check for updates on the Office website, I get the page which
says I should install the Active X Office Update Installation Engine.
However, I do not see the Explorer Info Bar (so I cannot click on it to
install the Active X). I tried following the alternative troubleshooting
instructions but it didn't work.
Is there any other way to install the Office Update Installation Engine?
