HOW TO DRAW AN OUTLINE AROUND A VISIO SYMBOL

I would like to draw a box around a circuit breaker and fuse, but whatever I
draw blanks out whatever I want inside. I want to have drawing toolbox
capability while not covering the enclosed symbol

right click on the outline box and select Shape --> Send to Back

In addition to what Paul suggests change the rectangles fill to nofill so it
does not hide anything on the background page.

Thanks John, Paul and the Pope,

The blank fill works but is cumbersome for many uses. I do not find the
"outline box", can you direct me to it Paul? Also, Visio help is unhelpful to
find the "outline box".

You can use any shape you want for the outline, draw a rectangle or
use any shape from the stencils, Basic Shapes - Rectangle might be a
good start. As John says, set the fill pattern to None.
