How to edit form the picture fax viewer program?

I can bring up a picture with the "windows Picture and Fax Viewer" fine but
when i try to edit said picture a message comes up."This file does not have a
program associated with it for performing this action. Create an association
in the folder Option Control Panel." It seems microsoft paint has vanished
from the windows files (as well as the MS calculator application that came
with the pc) . I tried to get info on the MSN and related sites but to no
avail, Can anyone help me?

Start, run, type
REGSVR32 SHIMGVW.DLL

The calculator and Paint are Windows built ins. Control panel, on the left panel
click Windows components.
