How to Edit Home Page

My team isn't using the Sharepoint Risks and Issues capability of Project
Server. On the Home page those show up as topics with errors saying there
was a problem establishing a connection to the Web server running SharePoint.

I'd like to edit this page so thow two topics (Risks and Issues) are not
there.

where/how can I do that?

To remove Risks & Issues from ALL user home pages ...

Login to the web access client with adminstrator privileges and select admin

Go to server configuration

Scroll down to the "Select the features that you want to make available to
users in Project Web Access"

Scroll down the list of features and you will find a section titled
Collaboration

Select deny on Risks & Issues

NOTE: This is disabling risks & issues to all Project Users and will remove
the entry from all home pages. Only perform this if you are sure you do not
want any users to access risks or issues.
