How to empty "Deleted Items" folder, normal methods do not work

I have multiple "Deleted Items" folders stored on my computer in Outlook. I
cannot "Empy" the folder after selecting this option. Error message says
"access to account denied. Verify username and password. Server responded
"Forbidden"." I cannot delete individual emails from the folder using "Shift
delete". It appears the folderi si locked and inaccessible except to add more
deleted emails. Any suggestions????????????
