How to Enable a disabled Edit form code

I am designing a form and would like to email several people after the form
is submitted, and the edit form code is disabled in the buttons properties.
I’ve also noticed that the Tools, programming, all the sub menu items are
disabled. Any suggestions would be greatly appreciated. Thank you.

Please change the Button Action to "Rules and Custom Code", then submit the
form in rules, and you will can edit form codes on the button also.

I've tried this and the edit form code button is grayed out. Do you know how
I can enable it?

I think maybe some component that supports the form code editing is not
installed properly. Please try to repair or resintall your InfoPath and make
sure VSTA or Microsoft Script Editor are installed.
