Macros are enabled if the template/document containing the macros is located
in a trusted location.
If under Tools>Macros>Security, you set the Security level to Medium, you
will be given the opportunity to enable macros that are contained in
documents that are located in non-trusted location.
If you were to set the Security level to Low (which is NOT recommended), all
macros would be enabled, even those about which you know nothing and your
computer would then be very vunerable to a virus attack.
