How to enable the browser's "View->Text Size" to take effect?

I noticed that for certain web pages, when I choose View->Text Size->Largest
through Smallest it has no effect while for some pages it makes no
difference.
Pages I create with FP 2003 fall into the latter category.
How do I make them responding to the browser's View->Text Size->Largest
through Smallest ?

If no effect, they use stylsheets that fix the text to certain abolute size.
