How to enable the Import Project to Enterprise?

We just installed Project Server and I am connected,
however whenever I try to publish a project plan I get
the error message "You are trying to publish a non-
enterprise project...".
I have attempted to follow the troubleshooting
information located on the MS support site to no avail
and after looking at my Tools/Enterprise Options most of
the items are ghosted, including "Import Project to
Enterprise" which is my assumption on why the error is
occuring.

Looking for some guidance to resolve this.
