How to enable the option to open links from an e-mail in Outlook?

When I try to open a link I get this message: "This operation has been
canceled due to restrictions on this computer. Please contact your system
administrator."

If Internet Explorer is your web browser, open it and click Tools>Internet
Options>Programs>Reset Web Settings.
