How to fix Current security settings prohibit running activex cont

I am getting the above error message when I try to start a new email, which
contains a signature that I created in Word, using a picture from my
computer. When I click OK, the picture displays with just a red x in a blank
box. How do I fix this?

I'm using Outlook 2003, Windows XP and I have ESET nod 32 virus protection.
