How to fix pages so templates don't stretch w/larger text size?

Hello everyone,

I would like to know how to fix the problem many viewers who look at the
pages I created will have. Can any of you help me?

PROBLEM: If a viewer doesn't have their browser set up to text size
"smaller" or "smallest", the pages' tables stretch the template images apart
and it looks like garbage. I am hoping I don't have to start over completely
in creation; however, any advice is greatly appreciated.

Perhaps there is a simple script or locking option in Frontpage 2003 that
locks everything in place or even changes the viewers' text size options upon
loading the page?

In FireFox, with the text size set to any value smaller than normal,
the text is too small to read. I prefer your text at a size larger
than normal.
To rephrase Murray, you cannot prevent people changing the font-size.
