Thawte has free mail certificates but all they identify is the e-mail
address of the sender and nothing more unless you go through their "web
of trust" notaries to get more information inserted into your
certificate. Verisign certs cost money. Verisign acquired Thawte back
in 1999 but still maintains Thawte as a separate entity and you can
still get freemail certs there. At the Thawte web site, go under the
Products -> Free Personal E-mail Certs menu.
What happens when you go to the Tools -> Options menu in Outlook, under
the Security tab, and click on "Get a digital ID" button? That gives
some CAs (certificate authorities) but not all.
