How to get groups to be across, but details to be down within group?

Hello,

I am arranging a seating plan for a function, and I hope to be able to
produce the seating plan in the following way:

Group1 Group2 Group3
Name1 Name1 Name1
Name2 Name2 Name2
Name3 Name3 Name3

Group4 Group5 Group6
Name1 Name1 Name1
Name2 Name2 Name2
Name3 Name3 Name3

Group7 Group8 Group9
Name1 Name1 Name1
Name2 Name2 Name2
Name3 Name3 Name3

Even if there are different number of people under the groups, I want the
Group headers to be on the same level, i.e., Group1, Group2, Group3 on same
level, then Group4, Group5, Group6 on same level, even if there may be only
1 name under Group 1 while there are 11 names under Group 2.

I can only get the groups to be snaking through vertical columns.

Create a main report that shows only the groups.
Set it up so it has 3 columns (across, then down.)
Make the Detail section < 2" wide (so 3 groups fit across an 8" page,
allowing for left and right margins.)

Add a narrow subreport to the detail section, so the subreport shows the
name for the group.
