How to get lighter transperancy on two photo's per page in pub.

In pulisher how do you get a lighter transperance of a photo used as a
background.
I have two copies of the one photo per page.
When I change the transperancy the top photo prints out extremely dark and
the bottom photo prints out light which is what I want but I need this to
happen on both copies.

I'm not sure I understand, but it sounds like you want the same content to
appear the same way as (a background) on all pages of your publication. If
this is accurate, put that content on the Master Page _once_ rather than
putting copies on each indvidual content page.

If I'm off target here, please explain a little more.
