How to get order of note summary page to follow orignal notes?

I typically take notes in an outline format, but when I create a summary page
of those same notes, the flagged notes show up in a random order when
compared w/ my original notes. Can this be fixed w/ a setting or is this yet
another glitch in OneNote?

Try sorting the note flags by date in the Note Flag Summary, before creating
the page.

Thanks for the suggestion, but I actually tried that and it didn't work. I've
used every "Group note flags by" option there is and I can't get them to
follow my original outline.
