How to get Outlook Contacts to show in my OWA view using SBS2003

How do you get the Outlook 2003 Contacts for individual users to show when
they use the OWA feature to view their email/contacts/calendar? They see
their email but nothing else is visible when they connect through OWA.

Is there Contact folder populated in the Exchange Contact Folder?
