How to get Outlook setup and Outlook Express doesn't open correctl

I have tried and tried to activate Outlook I get a message (paraphrased)
that says, "cannot find server. Making welcome page. Cannot find name."
Also, with Outlook Express: When I click on a link the page appears BEHIND
OE. To see it, I have to minimize OE to the task bar. How do I fix OE so
the linked pages appearin front (this problem just started).
