How to get % Planned Complete Calculation for FY

I have a schedule the extends over two fiscal Years. As it currently sits
the % Planned Complete for the entire project is 60%. However, because the
new FY started in Oct. The % Planned Complete for the FY Should be 22%. Is
there a formula or a trigger to accomplish this?
