How to get rid of  character in all of your Office applications

In every Office application, I am CONTINUALLY seeing the garbage character Â.


This occurs whenever I deal with plain text, e.g., when I send/receive
messages from someone using a plain text email program; when I open a .csv
file, etc.

I have attempted to remedy by choosing different character encodings (UTF7,
UTF8, and US-ASCII), but nothing works.
