how to get sound and popup from new mail arrival?

i'm not able to get any sound or popup for new mail arrival. New mail always
arrives very late in MainInbox, 5-10 minutes after the new mail is received
by my machine (ReceiveandSend is set to check for new mail every 2-3 minutes)
and when the new entry appears in MainInbox, there is never any sound or
popup.
Outlook2003 settings [Optionsmenu-Preferences-Email-AdvancedEmail-sound,
DesktopAlert] are set to produce both.
What could be going on? Any suggestions are most welcome! I'm
really desperate to get this several-month problem eliminated!!! If you can
help me nail this problem, I'd be glad to take you out to lunch when you are
next in DC or Boston. I have Windows XP Pro for os; sound is sometimes
erratic
