How to get the command string from template?

When create a new file by open a visio template, My COM addon wants to get
and parse a command string from template such as ' doc=1 /event=1 /eventid=1
/solution=WBSTreeView /cmd=1' to know if it needs to load the menu and
toolbar.

I don't where to set the command string. Who do me a fovor to tell me?

that's put into the document (template) as a persistent event that fires a
marker event when the document is opened.

Tools => AddOns => SDK => Tools => Persistent Events
