Is it possible to get a length or measurement of a line drawn with the free
form or arc tool that is to scale for a particular visio drawing?

Visio 2002 lets you do:
View >> Size and position window

The "size and position window" shows information about the currently
selected shape, including what you asked for.

Other Visio versions might reveal "size and position" differently; check
the built-in help.
