How to have active resources in ERP without accounts in Project Se

We have resources that need to be active, non-generic resources in the ERP
but don't need them to be active in PS/PWA or even have an account in PWA.
They will never logon or might not login until far in the future. How do
we set these up?

We have some already setup with accounts in PS/PWA and when we inactive them
there, they become inactive in the ERP.

Walter:

Project Sever doesn't have a resource type construct that allows for
non-logon work resources. So, you simply set them up as Project Server
authentication and ignore their accounts unless you're using managed time
periods. If you're using managed time periods, you need to develop a
procedure for updating these assignments through Project.
