How to I get MS to read email text to a visually impaired user?

I saw this feature once for email and now need to use it and the Help page
keep referring me to speech recognition. I want the system to read the email
to me.

It's a Windows feature;
Start-> Programs-> Accessories-> Accessibility-> Narrator

Narrator is not included for all languages of Windows.
