how to I keep adding jpg's to a cdrw

I have XP and I can't work out how to keep on adding jpg's files to a cdrw cd
after its been created... it keeps saying the disk is full when I know it
isn't... its like after the initial time of saving it changes a cdrw to a
simple cd disk... I have also discovered that I can't format the cdrw so I
can start again...
