How to include command line arguments in a onenote hyperlink

Does anyone know how you can create a onenote hyperlink that will pass
arguments to a linked executable. Specifically, I would like to
create a hyperlink that launches a remote desktop session for a
specific computer.

e.g. c:\windows\system32\mstsc.exe /v:computername

The problem that I am running into is that I cannot get OneNote to
pass the "/" character. I've tried using "<" and ">" around the
command, as well as HTML escape codes but I always receive an error.

If someone knows how to solve this problem the help would be greatly
appreciated.

Is that something that can be done in a hyperlink on a web page? I'm not
sure the answer is different for OneNote.

Would putting the program and its parameters in a BAT or CMD file simplify
the problem? What about linking ot a LNK file? You would still be at the
mercy of the security settings on the target computer; a person clicking on
this link may not be permitted to run an executable from a hyperlink.
