How to install Russian

We have a user who's going to need to view Russian websites and will receive
emails with Russian characters in them. I can't seem to figure out how to
locate and install Russian language support for her. She only needs to be
able to view the characters properly. For instance, [ˈtuËsÉ’n/], is how it's
currently appearing.

Where can I download this language? We are on Windows XP with Office 2003.
