xl2003 doesn't use .tmp files in the same folder. It does create .tmp files in
your windows temp folder. They shouldn't appear in the same folder as the
original file.
Some background...
When excel saves the file, it saves it as a temporary file with a funny name (8
characters--no extension) in the same folder.
If the save is successful, xl will delete the original (or rename it to its
backup name (like "backup of book1.xlk)) and if that's successful, xl will
rename the funny named file to the original's name.
These files don't have any extension (no .tmp) and I've never seen one start
with a ~ or look close to significant names (~WRD0002.tmp).
I'd try disabling the AV software and doing some testing.
You may want to share the name of the AV software you're using. Maybe someone
will recognize the problem.

I searched for wrd and .tmp in google and there is lots of info about MSWord
temp files. You sure the file isn't coming from MSWord.
