How to let team specify actual hours in timesheet

I thought Admin->Customize Web Access->Specify the default method for
reporting progress on tasks would allow our team members to update actual
hours on their timesheet, but it does not seem to affect anything.

Is there something else i should do to get this to work properly?

When you change the default method of tracking within Project Server, you
then need to ask every project manager to open every project and do the
following:

1. Click Tools - Customize - Published Fields
2. Set the method of tracking in their project to match the default method
you specified
3. Click OK
4. Click Collaborate - Publish - Republish Assignments
5. Click OK

Doing so will "push" the new method of tracking to each user's timesheet.
If you selected the "Force project managers..." option when you set the new
method of tracking, then your project managers can omit steps 1-3 above.
Please note, however, that in-progress tasks will remain unchanged and will
need to be completed using the former method of tracking. Only unstarted
tasks will be shown with the new method of tracking on each user's
timesheet. Hope this helps.
