How to localize PAGEREF using "on page" switch

This switch causes the result to change from "on page 99" to "above" or "below" depending on whether the target is on the same page. When we get a document back that has been translated into Latvian the field result is fine. But if we update the fields (even if only by using PDFMaker) the result is changed from the Latvian text for "on page" to the English text. I'm pretty sure this is because the machine on which the translation was done has the Latvian proofing tools installed, but the machine on which the update is done does not. Any ideas? I'm wondering if it's possible to find the Microsoft Office 2000 Proofing Tools kit anywhere so we can install it on all our machines. I'm also wondering if the result would be worth the trouble.
