How to locate Picture manager

Hi guys,

I have a problem finding the picture manager in the Microsoft office. I want
to add a picture in the body of the message and I follow the instruction but
there is no picture manager in my computer at all no matter what program it
is.

So I think that Picture manager is one of the application that the IT guys
install to enable us to us, right?
Do I need to install one to be able to do so?
Is there any means to post the picture in the body of a mail message without
using Picture manager?

You don't need to use Picture Manager to add a photo to an email or a
document. What instructions are you following that tells you to use that
program? Generally you use Insert - Picture.
