How to lock a picture frame ?

Is ther a way to lock a frame (size and position)in publisher ? I juste
want to reposition a picture in a frame without moving the frame

When you have an image inside a frame, you cannot adjust the contents. If the frame
and image are separate objects then you can use the usual tools to position the
image. If you have a text box behind the object, right-click the picture, format
picture, layout tab, you can position the object exactly.
