How to lock project baseline plan

Sorry, this can not be done.
You can get part way there by trapping any task changes and rejecting any
which change the baseline, but that method is not solid enough to count on it
to "lock" the baseline. You can always create a copy of the schedule which is
read only which the baseline can be compared against. This way you can detect
a change. Preventing a change is virtually impossible without cutting access
to the project plan.
