how to made .dot to be persistent, and how 'cache' data from serve

I use VSTO SE, and need folowing in word 2003:

1. I made template, which have a toolbar. Now, when i start any word
document, this template don't show ( toolbar is visible, but don't work ).
When i start this template, everything work fine. I put template in same
place as Normal.dot is, and i put *.dll in GAC ( maybe there is better
solution for full trust ). What i need is that this toolbar always work,
like Adobe toolbar, for example. I also made add-in, which enlist in
MessageBox all templates when new word document is started, and this template
it's only visible in case when i start him directly.
2. How i can transfer data in .dot or .doc from server via IE to user?
What i need is that my template 'recognize' document from server, and get ID
of user from that document. Please note that those documents on server will
be diferent templates.

There is a STaRTUP folder for Word. Templates placed in this are loaded
automatically. Templates in the folder where Normal.dot is located are NOT (only
Normal.dot loads from this location).

The fact that the toolbar is visible means you may not have saved it in your
template, but in Normal.dot. You have to be very careful to specify where
toolbars (and any changes to toolbars) are saved, otherwise you'll have a very
huge mess in Word...

You mention you're using VSTO 2005 SE, so my next remark may not be relevant, but
I include it for the sake of completeness: VSTO templates (created using VSTO
2005 NOT SE) will not be loaded automatically if placed in the STARTUP folder.
