How to make a box filled with 100% transparent background BY DEFAULT?

Whenever I drag a new rectangle box from the stencil pane to my drawing it
is filled with white color. Ok I can change in each box manually the color with 100% transparency.
But is there a way to define 100% background color transparency BY DEFAULT?

You can do this on a per document basis.
Drop one rectangle on the page.
menu File -> Shapes -> Show Document Stencil
Double click the rectangle shape and set the transparency
Now all rectangles you drop on the document will have this property.

Do you mean you want no Fill Pattern or a transparent shape?

Each shape is based on a style and the rectangle uses the "Basic" style. So
you can redefine the "Basic" style to have a fill pattern of "None". Of
course, any other shape using that style will also have a fill pattern of
"None"
