How to make a file Read-Only with Form Protect on & Text Form Field?

Many of our users work with document templates created in Microsoft
Word. I want to use a Text Form Field for input and protect the
document (form) so only those field(s) can be modified by the initial
user. I then want to have the initial user save the document as
Read-Only so no one else can modify it. It appears if the document is
saved as a read-only document the Text Form Field can still be
modified. How can I make this do what I want to?

It seems to me that once the file is saved as read only (file
properties) all parts of the file are read only.

However, I am not sure of the situation you are working under, but it
would seem that since all you want to changes are fields, it might be better
to use a database to enter the data rather than Word. If you use MS Access,
you can have a great deal of control over what is changed.
