How to make a MS Publisher file into an Ebook

I have created a manual in publisher and would like to make it into an ebook
so that my customers can view it on their computer or download it from my
website.

Is there any program available that I can transfer or open the file in to
create the Ebook?

There is Microsoft Reader. There is developer information here:

Why not just make it a PDF file?
Is there something special about an "e-book" that PDF wouldn't work for
users to d/l?
Certainly plenty of User Manuals for various s/w & h/w are in PDF format and
most users either have or can get the reader.
