How to make a report "drawing-specific"?

In the Tools/Reports dialog there is a checkbox that controls whether you see
a list of all reports or just "drawing-specific" reports. When I create a
report how do I make it drawing-specific? There isn't an option in the report
wizard that I can find nor can I find anything relevant looking in the VRD
XML.

I thought that having the report stored in the drawing rather than in a file
might do it but it doesn't.

I believe Visio makes a quick search of the drawing contents to see which
reports have custom properties that match to your shapes.

Excellent, Mark, thanks. You are quite right -- now that I've experimented a
bit more, it does appear to be dependent on the shapes on the page at the
time I select Tools/Reports...

It does seem to be the wrong way around, however. My expectation was that I
needed to include something in the report definition, such as a template
name, that would trigger inclusion or exclusion on the list. But this makes
sense from a different perspective.
