How to make actual cost on a task timephased?

I am able to updated actual cost by making direct database updates, but i
also need to make it timephased to break the cost over a certain set of days
but every time i insert timephased data into the MSP_TIMEPHASED table nothing
happens. It doesnt show the cost broken down across the days i want it to
be. Any suggestions?
