How to make an image into shape of a state?

I have an outline of WV, and made a collage of different images. I have
tried to make the collage in the shape of WV, but have not had any luck

I would suggest a graphics program, not Publisher.

I have a .wmf US map on my web page. Ungroup it and extract West Virginia, this
will give you the shape. You could do the collage with the surrounding states
intact, send the pictures to the back, fill the surrounding states white...no
lines.
